Preface
The goals and principles of standardization in the Russian Federation are established by the Federal Law of December 27, 2002 N 184-FZ «On technical regulation», and the rules for the application of national standards of the Russian Federation — GOST R 1.0-2004 «Standardization in the Russian Federation. Basic Provisions».

- This standard implements the provisions of Articles 1-6, 26-29, 32, 52, 53, 78-82, 92, 95, 99, 134-138 of the Federal Law of the Russian Federation of July 22, 2008 N 123-FZ «Technical Regulations on Fire Safety Requirements» and Articles 7, 8, 9, 11, 12, 16, 30 of the Federal Law of the Russian Federation of December 30, 2009 N 384-FZ «Technical Regulations on the Safety of Buildings and Structures».
- Replaces GOST R 52603-2006.

Introduction
Work on the creation of a domestic regulatory framework for the safety of structures and operation of water attractions in order to develop rules and approaches to ensuring safety for users of both water attractions themselves and water parks (in accordance with international standards and the current level of the water entertainment industry) was started by the Russian Association of Water Parks in the early 2000s.
The water attraction industry does not stand still — it is developing dynamically — new types of attractions appear, including increasingly complex and high-speed ones, existing ones are being improved; the number of water parks is increasing, since recreation and entertainment on the water attract an increasing number of users of almost all age groups, including children; the number of companies offering their services in this business is also growing. Thus, GOST R 52603-2006 «Water parks. Water slides 2 m and higher. Design safety and test methods. General requirements» and GOST R 52604-2006 «Water parks. Water slides 2 m and higher. Operational safety. General requirements», put into effect in 2007, no longer reflect the level of development of water attractions, their diversity, or the increasing safety requirements for their design and use.
In order to develop and improve the regulatory framework in the areas of design, construction and operation of water attractions, swimming pools and water parks, there is a need to develop a set of new generation standards that would correspond to the modern level, contain clear and unambiguous requirements for designers, manufacturers, installation workers, operators of water attractions and water parks. Such national standards should be fundamental documents in the field of technical policy of the Russian water entertainment industry and, ultimately, ensure a high level of safety for users of water attractions, swimming pools and water parks.
When developing this standard, the provisions and recommendations of European standards EN 1069-1, EN 13451, EN 13814 were taken into account.
- Scope
This standard establishes general safety requirements for structures that must be observed during the design, manufacture (construction, reconstruction), installation and testing of water attractions of stationary water parks located in a building, structure or outdoors, as well as in pools of all types, except for domestic ones.
This standard applies to water slides with a hard descent track and inflatable water slides, rides for riding in a water flow, wave pools, interactive rides, entertainment and play pools, as well as other similar water attractions not specified in it.

- Terms and Definitions
This standard uses the terms of GOST R 52169, GOST R 53130, GOST R 53491.1, as well as the following terms and corresponding definitions:
3.1. Water park: an entertainment and health complex located in a building, structure or outdoors, comprising water attractions, swimming pools, recreation areas, technical and auxiliary rooms, relevant engineering equipment, utility networks and communications necessary for functioning and operation.
3.2. Water flow ride: a water attraction, equipped or not equipped with swimming aids, in which the user’s movement at different speeds is created by a water flow.
Note. Water flow rides include «Lazy River», «Slow River», «Rough Stream» rides, etc.
3.3. (Water) attraction: an attraction whose design, operation and entertainment effect are determined by the use of water and its effect on humans.
Notes
- Water attractions include water slides, wave pools, rides in a water flow, interactive attractions, and entertainment and play pools.
- A water attraction (alone or along with other water attractions) is usually directly connected to the corresponding pool or, in some cases, functions as a separate device that is not connected to any pool.
